Students fake disabilities to get Karnataka college seats - Bangalore

Even as the probe continues into the Consortium of Medical, Engineering and Dental Colleges of Karnataka (ComedK) seat scam, the Karnataka Examination Authority has unearthed another one in which students were faking ailments to claim a seat under the disability quota.


Is an ulcer on the leg a disability? Or a hand fracture being treated with a temporary rod? At the document verification process which kicked off on Friday for physically challenged students, officials found that normal students were trying to pass themselves off as disabled.


Of the 134 applicants who claimed to be disabled, 45 were deemed ineligible and of these, 44 were cases of students pretending to have physical ailment. Preliminary investigation revealed doctors in taluk and district hospitals had certified normal persons as disabled.


A team of opthalmologists, orthopaedic and ENT specialist along with KEA and officials from Commission for Disabled examined the students. "The faking students knew they were normal. When we tested them, they showed anxiety symptoms and started pleading with us. In some cases, the parents also begged us to certify their children as disabled. It's sad that with a sheet of paper they claim disability," a person who examined students said.


Under ophthalmology, of 19 cases, 12 were not eligible. In ENT, 22 students were screened and six were not eligible. The highest was in orthopaedics, where 26 of 96 students screened were not eligible. KEA director Ramegowda said the health department must investigate who is issuing these certificates. "We'll certainly refer the matter to the health & family welfare department to probe the doctors who signed these certificates," he said.


K V Rajanna, commissioner, Karnataka Commission for Disabled Persons, said: "It should not be repeated next year. We'll take suitable measures."


"A minuscule number of persons with disability take up technical courses or even dream of higher education. There is a lobby to get the seats reserved for them. I don't know what physical examination they had undergone to get such fake certificates. The tests at the KEA are accurate and they could not hide anymore," said Indresh R, under secretary, office of the state commission for disabled who was present when the examination was on.



Guidelines for physically challenged


The students with disability, who have secured more than 40% in II PUC, can apply for a seat under disability quota. The medical board will examine the candidate and certificate and certify regarding the percentage of disability and the decision of the medical board is final. For the purpose of this proviso, persons with disability will have the same meaning attached to it, in the Persons with Disabilities (Equal Opportunities, Protection of Rights and Participation) Act 1995 (Central Act 1/995). The candidates with disability less than 40% will not be eligible for claiming a seat under Physically Disabled Category.
