Three percent of BRGF grant for disabled : BHUBANESHWAR ( ORISSA )

The State Government has directed the collectors of 19 districts covered under backward region grant fund (BRGF) to set aside three per cent of the grant for the benefit of people having disability.


At least three per cent of the BRGF development grant has to be provisioned for disability related intervention while approving the annual district plan for 2014-15 and subsequent years of the 12th Five Year Plan, wrote Panchayati Raj department to the collectors.


In a recent communication, the Ministry of Panchayati Raj had asked the State Government to earmark reasonable amount of the BRGF grant in the plan outlay for persons with disability (PwD).


An appropriate mechanism needs to be put in place in order to empower the persons with disability by monitoring the fund utilisation at all levels.


 Municipalities and other urban local bodies implementing BRGF scheme are also instructed to make provision for infrastructure development and poverty alleviation schemes for PwD.



The Centre is providing additional assistance under BRGF to bridge critical gaps in local infrastructure identified through participative planning process from panchayat to district levels.



The Chief Commissioner of Persons with Disabilities (CCPD) is mandated under Section 58 of the PwD Act,1995 for monitoring the utilisation of BRGF fund.
