Handicap welfare dept inaccessible for disabled : Varanasi

A person with a tricycle arrives at the gate of Vikas Bhavan where the office of handicap welfare is located but he is not able to reach the place as there seems to be no way for his vehicle.

It is a mammoth task even for a physically fit person to reach the office of the department of handicapped welfare. Those who have any kind of disability have to struggle a lot more to reach there. Hidden behind hoards of two-wheelers parked before it at the ground floor of the Vikas Bhavan, the office is in a state of mess.

District handicapped welfare officer SN Singh said: ''Our's is one of the most neglected departments in the state. Though it is under chief minister himself but it has not helped in improving the sorry state of affairs. For past five years, I have been trying to create a hassle-free path for the visitors, who are obviously disabled people, but in vain. The two-wheeler stand is not being shifted despite an administrative order.''

Inaccessibility is not the only problem here. The other one is that despite the order of the state government in May 2012, to provide grant-in-aid for sustenance to destitute persons with disabilities, grant-in-aid to persons with disabilities for artificial limbs/aids and incentive award for marriage of persons with disabilities through e-payments, the department is devoid of any internet connectivity till date.

On being asked how the office would be able to follow government order to make e-payments for different schemes, Singh replied: ''The computer here is only a show-piece without an internet connection. We have been paying through checks but from this July it will become mandatory to make e-payment for pensions and other schemes."

There are 80,071 people with disability in the district who are benefiting from different schemes of the DHW, among whom 48,786 are man and 31,285 women.

The office was unable to furnish data regarding number of beneficiaries under different schemes meant for the handicapped development.

''Had it been online, it could have been a minute task but now to provide this much data a day or two will be needed as lots of files will have to be turned,'' he added.
