If the government shows some urgency, the physically challenged have
reason to hope that the hurdles in the way of their due promotions in
government jobs will soon be cleared.
A petition has been filed with the Finance Minister, seeking to revoke the rule of writing a departmental test, held twice a year, to become eligible for promotion. The major grouse the physically-challenged staff have against the test is its scheduling, which is from 7 am to 9 am. Giving them further hope, the Finance Ministry has forwarded the petition to the Chief Minister.
Rasheed Anappara, who filed the petition, said that they are opposing the eligibility test only because of physical inconvenience and the immense difficulty faced by most of them in reaching the venue of the exam. “The exam is held from 7 am to 9 pm. To reach on time, we are forced to make preparations as early as 4 am,” he explained, further pointing out that in hilly districts like Idukki and Wayanad, they have to travel 20 to 30 kilometres to reach the examination centres.
Because of this single hurdle, most of the physically-challenged staff are deprived of promotions. “Though there are many eligible candidates among us, we are not able to attain our rights on account of this issue,” he said.
They have pointed out two alternatives to improve the situation. “Either, the government should fix a flexible time schedule for the exam instead of the rigid 7 am to 9 am slot, and establish easily accessible exam centres. Alternately, they could come up with a flexible rule which allows the staff to clear the departmental test before their retirement. If they do not manage to clear the exam, all the privileges the government had provided can be then repealed,” they said.
The government has responded to the petition by forwarding it to the Public and Administrative Reforms Department which in turn has forwarded it to the Department of Social Justice.
“Any decision can be taken only after receiving the remarks of the Social Justice Department along with the Kerala Public Service Commission,” officials of Department of Social Justice said.
N Ahmad Pillai, State Commissioner, Commissionerate for Persons with Disabilities said that the issue is under consideration. “If all goes well, the government will come up with a favourable decision in this regard soon,” he said.
