Following a review of the Member of Parliament Local Area Development
Scheme (MPLADS) carried out by the Union Ministry of Statistics and
Programme Implementation, only one Member of Parliament can recommend
funds for providing artificial limbs for one differently-abled person
under the scheme.
Hence, the other MPs will not be able to utilise their grants for ensuring the welfare of the same differently-abled person.
The ministry has also decided to remove the construction of drains from the list of permissible works listed under the MPLADS, since these assets are neither permanent nor generally implemented in a qualitative manner.
During the recent review of the MPLADS taken up with the state governments, the Ministry of Statistics and Programme Implementation observed that a substantial amount of the funds remaining unutilised and uncommitted is still lying undistributed with the nodal district authorities.
As per the revised guidelines, the works carried out under the MPLADS should be completed within 18 months from the date of demitting office in the case of the Rajya Sabha MPs and dissolution of the Lok Sabha.
The district authorities should settle and close the account of the MP concerned after completing all the other formalities within the next three months.
If the district authorities fail to finish the projects within 18 months of the MP demitting office, the authorities are required to complete the remainder of the work with the help of the state funds.
