Four-year-old Iswar Putel is putting a brave face to cerebral palsy or
brain paralysis. Born with Asphyxia, he later turned Spastic due to
problems during delivery as a result he cannot walk, sit, talk or do any
activity by himself, yet smile never leaves his face.
Even as his parents are poor and working as daily wagers in village Turekela, they have spent lots of money on his treatment but all went in vain.
Seeking intervention of administration, his father Gobardhan said, “Right from feeding the boy to attending his daily chores, he needs constant care so we can’t leave him alone hence both of us can’t go to work. It is a daily struggle. We can’t take care of him properly for want of money. The government schemes or the administration hardly meet the requirements of the disabled children despite so many announcements.”

Expressing concern, paediatrician PK Patra said, it seems to be a clear-cut case of birth Asphyxia and we have seen cases of many children recovering to maximum extent, if treated properly in time.
However, Balangir DSWO Sakuntala Bhoi said, “Provision of pension for the disabled starts from five years. The age of Iswar Putel is four years and eight months. When he attains the required age after a few months, he will receive the pension.
Meanwhile, we are arranging other facilities for him, she added.
