The State Government is considering a proposal to introduce
battery-operated golf carts in Puri for senior citizens and physically
challenged for Nabakalebar-2015.
According to the draft integrated comprehensive mobility plan (ICMP) prepared by the State Government for the occasion, which is likely to attract more than 15 lakh pilgrims and tourists to Puri, all two and four-wheelers of the town will be banned for nine days. Only bicycles will be allowed to move within the town.
The battery-operated golf carts will be run by religious groups, non-government organisations (NGOs) and the State Government. Elaborate arrangements will also be made to control movement of pilgrims to avoid stampedes during Nabakalebar. There is a proposal to maintain one-way pedestrian flow, restrict mixing up of pedestrian pilgrims on vehicular routes and control pedestrian road crossings at different points.
About three lakh pedestrians, originating from neighbouring villages, are expected to come walking to Puri during Nabakalebar. The ICMP has recommended barricaded walkways on both sides along NH 203 from Maltipatpur terminal to Jagannath Ballav.
Besides, there would be barricaded walkways on both sides from Samangara to Balighai Chowk on Puri-Konark marine drive and from Korua to Jagannath Ballav on Brahmagiri Road. There would also be centrally- barricaded walkway for one-way flow from Talbania to Digyabarini for controlled inflow and outflow.
The ICMP has recommended widening of the 25 km long Rajtei Balang Road originating from Dandamukundapur to Balanga for diverting traffic from Satsankha-Balanga-Nimapara Road to avoid Satasankha junction. The 20 km long Chandanpur-Gabkund-Balanga Road will be improved to avoid Mahamaya Sahi junction.
The Chandanpur-Gabkund-Balanga Road will be connected to Charishri Road to avoid Janakidei and Chandanpur junction.
It has been decided to complete Biraharekrishnapur Road to function as a bypass to NH 203. Two feeder roads to National Highway 203 will be constructed at Mangarajpur and Gokha Sahi to avoid the major crossing at Batamangala. Seven roads, which are already being widened, will be completed before 2014 Rath Yatra. The roads are Pipili-Konark, Charichhak-Niali-Phulanakhara, Balighat-Gop, Pipili-Jatni, Chandanpur-Rameswar, Bira Harekrishnapur-Talabania and Bira Harekrishnapur-Rahangiria.Besides, NH-203 will be widened keeping an eye on Nabakalebar. A decision has also been taken to expedite completion of the new road under National Highway Authority of India (NHAI) on the west of National Highway-203.
All four wheelers on NH 203 will be diverted from Cuttack via State Highway 12, from Barang via State Highway 60, from Pipili via State Highway 13, from Satasankha via State Highway 13 and from Chandanpur via Biraharekrishnapur Road.
State Government has made a budget provision of `100 cr in 2013-14 budget for taking up infrastructure work for Nabakalebar. A stakeholders’ meeting will be held in third week of April to finalise ICMP.
