With the post of the Commissioner for Persons with Disabilities lying
vacant for the last 15 days, the All-Odisha Students’ Union of the
Visually Impaired (SUVI) on Sunday threatened to move the Orissa High
Court if the State Government does not take any steps to appoint a new
commissioner.
Alleging that the Government was not serious about the problems of persons with disability, the SUVI members here on Sunday said the office of the Disability Commissioner has been under lock and key since March 26 when Kasturi Mohapatra’s tenure ended.
“The term of the first commissioner ended on March 26 but the Government has not shown any intention to appoint a new commissioner or post someone in charge till the new commissioner comes in,” SUVI adviser Sanyas Behera said.
When the State Commission for Women chairperson Jyoti Panigrahy’s term ended, the Secretary of Women and Child Development department officiated as in-charge till Lopamudra Buxipatra was appointed. Similar was the case with the State Social Welfare Board chairperson, he said.
“This clearly shows that the Government is not concerned about the problems of persons with disabilities and this indifferent attitude is not new,” Union president Md Jaffar said. Although the Persons With Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 provided that a Commission for physically challenged persons be set up, the State took 16 years to comply, he added.
SUVI pointed out that the post of disability consultant in the National Rural Livelihood Mission programme was given to a normal person though it should have been given to an experienced person with disability.
