'Ensure implementation of 5 pc quota for disabled in govt jobs' : Mangalore

The Dakshina Kannada and Udupi District Physically Handicapped Persons’ Association has demanded the State government to strictly ensure the implementation of five per cent reservation for physically challenged persons while recruiting candidates for the government jobs.  



The 20th convention of Physically Handicapped Persons' Association held at the 20th annual convention of the Association organised at Ravindra Kalabhavan at University College in the city on Sunday, the Association placed forth some of their demands before the elected representatives who were the chief guests of the programme. Handing over the memorandum to MLA U T Khader and MLC Capt Ganesh Karnik, Association Chief Advisor Gopalakrishna Prabhu said though the State government has facilitated five per cent reservation for physically challenged persons in government jobs, it is not implemented effectively.

“Most of the times, physically challenged people are not aware of the provisions due to lack of publicity and hence the reservation seats are filled by other candidates. In one of the cases recently, reservation seats were not filled for the posts of PDOs and the provision was overlooked by the authorities. The Association had to approach the Court to fight for the justice. We can not afford to approach the court every time fighting for our rights,” he said.

Another demand of the Association includes, tabling the draft of Rights of Persons with Disabilities Bill before the Parliament and a plea to introduce the Act for the welfare of the physically challenged. In fact, the Association has also sent some suggestions and raised objections over a few aspects when the draft bill was open for collecting public opinion. 

The Association has also demanded the State government to re-introduce the scheme under which grant of Rs 30,000 to Rs 70,000 is given to the physically challenged for house repair. The scheme which was introduced three years ago, was abruptly stopped in March. Other demands include, mandatorily setting aside three per cent of the total budget of the panchayats, ULBs and town municipals for the projects towards the welfare of physically challenged and to introduce reservation for physically challenged in panchayat elections. The memorandum will be forwarded to the government, Prabhu said.

Grants to spl schools

Women and Child Welfare Department Deputy Director Shakunthala, said the government has sanctioned grants to Saanidhya school for special children, special schools in Kinnigoli, Venur and Surathkal starting from this year. Earlier, the grant was given only to St Agnes Special School. In addition, the Department has also sent a proposal seeking grants to Chethana Special School in Mangalore and special schools in Nelyadi and Sullia. “According to the last survey, the district comprises of 17,000 physically challenged persons and the fresh survey that is undertaken by the department will be completed by this month end,” she said.

Endosulfan Virodhi Horata Smaiti President Sridhar Gowda Kengudelu demanded the government to carry out a survey of Endosulfan victims in Udupi and Uttara Kannada district. Meanwhile, he said the Samiti’s Vidhana Sowdha Chalo campaign has been postponed to June 6.
